5.1.6 Individual applicants are not eligible under this program
6. Key registration
6.1 All organizations, based outside of the United States, must have a Unique Entity Identifier (UEI) and an active registration with the SAM.gov
6.2 All organizations, based in the United States, must have an Employer Identification Number from the Internal Revenue Service and an active UEI registration with the SAM.gov
6.3 A UEI is one of the data elements mandated by Public Law 109-282
6.4 The Federal Funding Accountability and Transparency Act (FFATA), for all Federal award

7.2.1 The proposal clearly addresses the goals and objectives of this funding opportunity.
